Director of Operations is just a fancy way of saying "The guy that does everything that nobody else wants to" i.e. closed captioning, legal compliance and occasionally cleaning the bathroom.

Let's face it, anyone can hold a camera. Stepän just happens to be the one that can hold it the steadiest.  You'll also find him co-producing some of the shows.  He's good at telling people what to do.
